Health Savings Accounts (HSA)

My client wishes to deposit $2,500 annually into an HSA with no intention of using the funds for qualified medical expenses in the next 5 years. My client is unhappy with bank fees and low rates of return. Does anyone know of any other investment options for HSA's?

Unfortunately for low-balance accounts the fees are going to be an issue. I've used www.hsabank.com for years and that's about as low as I'm aware of. For investments, http://www.hsaadministrators.com/ at least offers Vanguard funds, but the admin fees are going to be kind of steep for a $2500 account.
